Program Controls Manager, EMEA

Duration: Immediate start until March 1, 2026. Location: Hybrid working model (Tuesday–Thursday in the office, Monday and Friday remote). Working Hours: Normal business hours.

We are seeking a highly skilled and experienced Program Controls Manager to oversee a portfolio of projects across the EMEA region. This role involves providing leadership and vendor oversight for project controls professionals and quantity surveyors, with a strong focus on program-level oversight, data analysis, and ensuring project success.

This role is ideal for a Project Controls Manager, Cost Manager, or Quantity Surveyor with a strong focus on functional compliance and cost management, ready to take on a strategic, program-level position.

Key Responsibilities:

Manage a team of vendor-supported project controls managers and quantity surveyors across multiple projects in the EMEA region. Conduct in-depth analysis of large datasets to provide high-level insights into project performance. Lead the development and implementation of robust cost management strategies, aligning with business maturity and financial goals. Oversee program-level schedule and risk management to mitigate potential issues and ensure projects are completed on time and within budget. Utilize and maintain proficiency in program-level cost and budget management software, including eBuilder, Ecosis, or SAP.

Requirements:

A minimum of 5 years of relevant experience in a project controls, cost management, or quantity surveying role within the construction industry. Proven expertise in program-level cost and budget management. Strong analytical skills with the ability to interpret and act on extensive data sets. Excellent leadership skills with experience in managing and overseeing teams or vendors. Candidates with transferable skills from sectors such as oil and gas or infrastructure are encouraged to apply. Proficiency in English is required.
