About the Role
\n
VVB Engineering is seeking an experienced Health, Safety and Environmental (HSE) Lead to take ownership of HSE support across our Rail, Underground, and Tram projects.
\nThis pivotal role will lead all HSE initiatives, act as the Rail Co-ordinator, and serve as the HSE Subject Matter Expert for our rail operations - ensuring excellence in compliance, performance, and culture.

Key Responsibilities
\n
Rail
\n
    \n
  • Serve as the Rail Health, Safety & Environmental subject matter expert.
  • Act as Rail Co-ordinator, maintaining RISQS Accreditation (including as a Network Rail Principal Contractor).
  • Operate as the primary HSE liaison for key clients such as Network Rail, London Underground, and Midland Metro Alliance.
  • Support Responsible Managers and Safe Work Planning Teams to ensure compliant planning and delivery of all "On or Near the Line" activities.
  • Lead on HSE aspects of tendering and work-winning for rail-specific opportunities.
  • Support mobilisation of new contracts, preparing key project HSE documentation and engaging with client HSE teams.
  • Develop and monitor KPI metrics to track rail-focused HSE performance and trends.

  • Promote and implement the health component of the VVB Operational HSE Strategy across all rail projects.
  • Provide expert guidance on health and wellbeing in line with VVB IMS, NR/LUL standards, and legal requirements.
  • Deliver health and wellbeing training and conduct monitoring activities.
  • Maintain and report on health performance indicators.

Safety
\n
    \n
  • Champion and drive the safety component of the Operational HSE Strategy.
  • Conduct weekly site inspections and ensure corrective actions are implemented.
  • Perform procedural and management system audits.
  • Review and contribute to CPPs, Work Package Plans, method statements, and risk assessments.
  • Lead safety engagement sessions and coaching to promote a strong safety culture.
  • Investigate incidents and ensure effective close-out actions.
  • Provide safety input at client and internal project meetings.

Environment

  • Lead implementation of environmental aspects of the HSE Strategy across all Rail projects.
  • Conduct regular environmental audits and deliver improvement actions.
  • Provide environmental guidance, training, and assurance aligned with VVB IMS and legal standards.

Qualifications (Essential):
\n

  • NEBOSH or NCRQ Diploma
  • Sentinel / PTS certification
  • CSCS / ECS (Safety related)
  • IOSH Certified level membership
  • Full UK driving licence
  • Accident investigation training

Qualifications (Desired):
\n
    \n
  • ISO 45001 Internal Auditor
  • IMS Management experience
  • ILM Level 3 qualification
  • Behavioural Safety Training
  • IOSH Chartered membership
\n
Experience (Essential):
\n
    \n
  • 5+ years' experience in a rail-based HSE management role (Tier 1 / Tier 2 organisation).
  • Proven experience on Network Rail infrastructure.
  • Strong understanding of RISQS Protocol and Network Rail standards.
  • Track record in incident investigation and policy implementation.
\n
Experience (Desired):
\n

  • Exposure to ISO standards (9001, 14001, 45001).
  • Experience leading teams and developing people.
\n
Competencies:
\n

  • Excellent problem-solving and influencing skills.
  • Ability to interpret and communicate complex legislation in practical terms.
  • Strong auditing and documentation review capability.
  • Exceptional written and verbal communication.
  • Flexible and willing to travel across UK rail sites, including occasional night/weekend shifts.
